Snow removal and sanding of streets

The Municipality of Val-David may, whenever it is judged to be necessary, blow or push snow onto private property. It is therefore preferable to install poles or fences for protection at the point where your land ends.
However, it is strictly forbidden to push, throw or transport snow on any public roadway or on public land.
In winter, the Public Works department maintains the roads, turning circles at the ends of roads, parking lots and sidewalks, carries out de-icing as well as widening of certain sectors, clearing entrances to municipal buildings and fire hydrants. At least 3,200 cubic metres of abrasives are spread on roadways. Our municipality is divided into five sectors for the purposes of snow removal. It takes about 4 ½ hours to complete snow removal for the entire municipality, if snowfalls have ended and there are no other problems during the operation. Each snow removal truck assigned to a sector follows a pre-determined route worked out in terms of efficiency. There is a certain unavoidable lapse of time between the start and finish of each route. Following an ice storm, whenever the safety of the employees is threatened and in order to avoid accidents, sanding may be suspended although vehicles will be kept in a state of readiness in order to meet an eventual emergency.
It is a challenge we have to meet every time there is a snowfall, and the timing, quantity of snow and rapidity of the fall are all unforeseeable factors, which have to be taken into consideration. We ask that citizens be patient and think about whether it is really necessary to travel at times when climatic conditions are difficult. For increased safety during wintertime, two employees from Public Works start their shifts at 3 a.m., from Monday to Friday, to ensure that the roads are safe. If there is a need, a complete team will start an early shift. On weekends, an employee is on duty 24 hours a day.

Road right of way
The road right of way is a sort of safety corridor located on each side of a roadway, which can be use in cases of emergency. It usually includes the roadway itself, the ditch and the road shoulder located between the two. The poles carrying public services (electricity and telephone) are usually located just within the limits of the right of way.
Everyone wants to have a safe road network which functions properly. This is why the Municipality devotes a major part of its resources to roadworks. However, it is also essential that residents respect the road right of way.
Culvert pipes
For culvert pipes, only reinforced concrete piping, PVC, corrugated iron or high-density polyethylene are permitted and pipes must be in conformity with the standards of the Bureau de normalisation du Québec.
The minimum diameter for pipes in an entranceway is 16” or 18” depending on the water flow rate.
It is recommended that you verify the water flow rate of culverts in your area with the Public Works department, in order to choose the right diameter.
Street lighting
Street lighting equipment belongs to the Municipality, which is responsible for its maintenance (which it grants to a private contractor), and the electricity consumption. The poles on which this equipment is installed belong to Bell Canada.
Any defect or breakdown must be signalled to the Municipality. In such a case, it is necessary to mention either the pole’s identification number or the nearest street address. For reasons of economy, requests for repairs of this kind are only treated when the number justifies the costs associated to sending out a specialized team.
