Supply and Ethics
Legislative context
There is legislation governing rules of transparency and management of contracts by public bodies, including municipalities.
This section is a response to these new legal requirements that have been imposed by :
- The Loi modifiant diverses dispositions législatives concernant principalement le processus d’attribution des contrats des organismes municipaux (Act to amend various legislative provisions principally with regard to the awarding process for contracts made by municipal bodies), sanctioned March 1, 2010; and
- The Loi modifiant diverses dispositions législatives en matière municipale (Act to amend various legislative provisions respecting municipal affairs), sanctioned June 11, 2010.
List of contracts ($25 000 and above)
As of April 1, 2011, the Municipality of the Village of Val-David uses the electronic SEAO system (système électronique d’appels d’offres) to publish and update the list of contracts of $25,000 or more it has tendered. This list includes :
- the purpose of the contract;
- the estimated value of the contract as established by the municipal body (for contracts of $100,000 and above only);
- the name of the individual to whom the contract has been tendered;
- the value of the contract at the time of its tender and whether it has options for renewal, the total value integrating options for renewal;
- the total amount spent.
In the case of private contracts, the list shows the legal agreement as a contract awarded without tender.
The information for each contract published in the list remains available for a minimum of three (3) years from the time the total amount of the expenditure is published.
Contract management
In accordance with the law, the municipal council adopted a policy to manage contract on January 13, 2011 (Regulation # 643).
Code of ethics and deontology for the elected representatives
In accordance with the law, the municipal council adopted a code of ethics for the elected representatives on October 11, 2011 (Regulation # 653).
